Short project description

The Maltese construction industry is one of the main sectors required to contribute to the achievement of national 2020 energy policy targets. However, during the past 30 years the building industry has focused on maximising space and aesthetics, in many cases overlooking the importance of the building’s energy performance. Newly built buildings are presently being designed and built to meet minimum energy performance requirements and “near zero energy building” targets are also being set. This scenario represents a significant change in the knowledge required by site workers. There is a need to be familiar with new materials and new systems/installations and to have sufficient knowledge to help clients make the right purchasing decisions. Unfortunately there are very few certified training schemes in the construction industry with workers normally learning the skills on the job.

The project aims to address these challenges through the development of a roadmap to upgrade relevant skills for the building industry in Malta. The overall objective of the national roadmap is to embed training on intelligent energy solutions for buildings in the mainstream curricula and practice of building professionals. The improvement of the national training framework is seen both in terms of adapting the content of existing courses aimed at young students, as well as in upgrading and developing new courses for building industry workers.

The main project activities are consisting of:

  1. the identification of relevant stakeholders and the set-up of a Platform to serve as a discussion and consultation forum. This Platform, which shall be open to all stakeholders, is meant to continue functioning beyond the life of the project.
  2. extensive consultation, communication and information dissemination whereby all identified stakeholders, including the general public, especially the craftsmen themselves, are being informed and involved
  3. the compilation of a comprehensive Status quo Report which will serve as the baseline for action
  4. the development of a Roadmap that addresses the skills requirements in the sector
  5. an endorsement process whereby the stakeholder will be invited to endorse the roadmap and integrate it within the remit of the organisation’s strategies, policies and actions.

Past events

17th July 2012 – project launched by means of a seminar organised at the Projects House in Floriana. All project partners presented themselves and their activities. The programme included:

Friday 5th October 2012 – A stakeholders meeting was held to formally launch the Platform and its activities. The first Platform inputs are needed for the analysis of the current situation and preparation of a National Status Quo Report. The programme included the following presentations:
