“Support for the definition of Minimum Standards of Energy-Environmental Performances for Building Regulations of New Constructions and Renovation”

Question 1:

Section 2.2 specifies service requirements. Can you please clarify if this service consists of:
I.Meeting representatives of competent authorities?
II.A report describing with rationale, the minimum four energy and environmental requirements to be proposed for inclusion in building regulation
III.A second report describing with rationale, what measures can be implemented to improve energy-environmental management of SMEs and local authorities.

Answer 1:
Yes the requirement in section 2.2 of CS002/2014 shall consists of:
I.Setting up a meeting with representatives of competent authorities
II.Report describing with rationale, the minimum four energy and environmental requirements to be proposed for inclusion in building regulations.
III.Another report describing with rationale, what measurements can be implemented to improve energy-environmental management of SMEs and local authorities.

Question 2:
Are the studies to be limited to direct energy use in buildings (ie. space cooling, heating, ventilation, lighting, hot water and equipment) or should it also be extended to indirect sources (ie. energy used in production of construction materials, consumption of water, waste during construction etc)?

Answer 2:
The studies should be also extended to indirect sources (i.e. energy used in production of construction materials, consumption of water, and waste during construction etc…)

Question 3:

Are specific types of buildings to be taken into consideration or should the research look into all building types (ie. educational, residential, commercial, industrial, etc.)?

Answer 3:
No there are no specific types of buildings to be taken into consideration.

Question 4:
Will MIEMA be providing any existing relevant research?

Answer 4:
MIEMA has no relevant research related to this study.

Question 5:
In Section 2.2 – “The expected outcome of the service will consist of research and studies aimed at supporting the public administration for the definition of at least four energy and environmental requirements to be proposed for inclusion in the building regulations.” Is Building Regulations referring to Document F Conservation of Fuel, Energy and Natural Resources?

Answer 5:
Yes the building regulation is referring to Document F Conservation of Fuel, Energy and Natural Resources.

Question 6:
In Section 2.2 – “A further study for the implementation of measures to improve the energy-environmental management of SMEs, SME clusters and local authorities is also to be submitted.” Does this refer to measures to improve the energy-environmental management of the building performance OR of the operation of the SME (ie. green procurement, waste management, recycling and other green policies?)

Answer 6:
This refers to measures to improve the energy-environmental management of the building performance.

Question 7:
Are there any set timeframes for deliverables from the service provider?

Answer 7:
The consultancy service shall be carried out in the period from the date of notification of winning bidder – September 2015.

A continuous physical presence at the office is not required however we would need constant updates on the works carried out and also frequent with meetings with CRIM SAFRI project management.

Question 8:
The technical offer includes:
a.       Tender’s Technical Offer
b.      Organisation and Methodology
c.       Rationale
d.      Strategy
e.      Timetable of Activities

Can you kindly clarify what is expected from the Tender’s Technical Offer? In our opinion items B, C, D and E form the technical offer.

Answer 8:
Yes Items B, C, D AND E form the technical offer, what is meant with A is the amount in € that the bidder is submitting.

Question 9:
Expected level of research: Are you expecting the service provider to base the studies on building simulation or real testing of materials?

Answer 9:
Since some real testing of the materials might be difficult to do, a combination of both real testing (where possible) and building simulation (where difficult to obtain real data) can be used.

Question 10:
What are the numbers of hours expected from the service provider for the total duration of the project?

Answer 10:
There are no fixed numbers of hours expected from the service provider, the important thing is that the service provider will be committed to deliver the correct requirements and like state in clarification question 7:

A continuous physical presence at MIEMA office is not required however we would need constant updates on the works carried out (monthly) and also frequent meetings with CRIM SAFRI project management (depending on the stages of the study and what is being done).
