Strengthening Malta’s energy communities: the ENERCOM facility

The ENERCOM Facility is an EU-funded initiative under the LIFE Programme, designed to empower local energy communities across Europe. It aims to reduce the financial risk of early-stage community energy projects by providing €45,000 lump-sum grants and tailored support. The facility supports at least 140 communities to develop solid business plans and boost their readiness for long-term sustainability and external investment. MIEMA acts as the National Expert in Malta, providing guidance, outreach, and local support to interested communities.

What is the ENERCOM Facility?
The ENERCOM Facility is a European initiative that supports the development of energy communities across eligible countries — including Malta.
Energy communities unite citizens, local councils, associations, and small businesses to co-develop projects focused on renewable energy, energy efficiency, and sustainable mobility.

  • Be a legally registered entity (e.g. cooperative, local council, NGO, SME)
  • Operate within Malta
  • Comply with EU definitions of a Citizen Energy Community or a Renewable Energy Community

What does ENERCOM offer?
ENERCOM goes beyond financial support. Selected communities will benefit from:

To help develop a complete and bankable business plan for your energy community.

  • A tailored capacity-building programme

Includes trainings, mentoring, and peer exchanges with other European communities.
Support from national experts
